If however he had referred to the despatches from this Dept of Dec he would have seen that the fault lies with the authorities in the Colony.

Then this grievance could never have arisen
On the other hand I agree with Mr Mercer, Lord Macdonnell, & differ from Mr Mercer, in thinking that the Surveyor General might have an allowance for House or Chinese Coolies, his position in the service is not analogous to that of any other Officer, and the concession would not form a precedent
I do not see how he is to oversee works 5 miles from the City without some allowance of that sort.
The Treasury might be asked to sanction $40 a month - but from what date? I suggest from the 1 Jan on which the works at Pokfulam are commenced & not from the 3rd May covering the four months.
In answering make it quite clear where the fault rests.
